MoqInputListenerSettings.iroh property

Also accept publishers over the shared per-instance iroh endpoint (see norsk.system.iroh): the namespace prefix routes on the endpoint’s NodeId, so remote encoders can publish to iroh://<nodeId> with no port, cert or firewall hole. Peers must be on the endpoint’s allow-list.
