AntiAffinity
Anti-affinity strength for resilience-policy flags. v1 is best-effort always: FORBID means "keep the backup out of this failure domain if at all possible" — but if no domain-respecting node is free the engine places it anyway and surfaces the degradation. ALLOW = no constraint.
